March 22, 2012 -- Houston Mayor Annise Parker today announced the signing of a Memorandum of Understanding (MOU) with Mr. Fen Guoqin, Chairman of the Shanghai's People Political Consultative Committee and President & Secretary general of Shanghai Public Diplomacy Association.
